Note the lights before you clear anything
On a DishDrawer the code is a pattern. If only the wash modifier lights are flashing it is an A condition; if the lock light is flashing with them it is an F. That distinction is worth more than anything else you can write down.

A cup and a towel. It makes everything below possible and it stops the drawer smelling by tomorrow.

Out, rinsed, and back in seated squarely. Look at what came off them — that is what has been slowing the drain.

Behind the machine for a kink, then under the sink to where it connects. If a disposal went in at the same time as the dishwasher, check its plug came out.

The fastest diagnosis is the code
Take the filter out. On a DishDrawer it lifts from the floor of the drawer, and the flat filter plate underneath comes out with it — a filter that looks clean on top is very often packed underneath. Rinse both under a tap and put them back seated properly. Then check the drain hose where it reaches the sink trap, waste tee or standpipe. Those two are the maker's own published causes for A3, in its own order.

It drains if I run it a second time.
That is a partial blockage rather than a stopped pump, and it is the cheapest version of this problem. Something is slowing the water enough that the drawer times out on the first attempt and gets there on the second. The filter is the first suspect, the hose the second.
Is a little water in the bottom normal?
A small amount in the very bottom of the sump is normal and is meant to be there — it keeps seals from drying out. Water covering the floor of the drawer, or standing above the filter, is not.
One drawer drains and the other does not.
That is entirely possible and it is useful information. Each drawer has its own filter, its own pump and its own drain path, so a blockage on one side says nothing about the other. Keep using the working drawer while the other one waits.
