Check both poles of the breaker, not just whether it looks on. A cooktop on a two-pole breaker with one leg tripped can look entirely dead or behave very strangely, and it is electrical rather than appliance work. Then dry your hands and try the panel again, and look for a control lock — a padlock symbol or a lit lock light, cleared by pressing and holding the button beneath it.
